Neighbors say Neenah standoff started when a man threatened to kill himself, shoot at officers

NEENAH — A nearly three-hour standoff today on Higgins Avenue started when a man threatened to kill himself and shoot police officers, residents say. The standoff ended about 3:15 p.m., but police have not provided information about how the incident was resolved.
