Charge against panhandler dropped in Outagamie court; vagrancy law being challenged

APPLETON — Beggars might be annoying to most people, but their pleas for handouts aren’t crimes, an Outagamie County judge ruled. Judge Dee Dyer recently tossed a misdemeanor vagrancy charge filed last month against Bradley S.
