APPLETON — Beggars might be annoying to most people, but their pleas for handouts aren’t crimes, an Outagamie County judge ruled.
Judge Dee Dyer recently tossed a misdemeanor vagrancy charge filed last month against Bradley S. Johnson, 48, an Appleton panhandler accused of begging for money from passers-by in February at the Northland Mall.
