Police stop traffic, draw guns on Appleton bridge

Appleton police briefly shut down traffic on the College Avenue bridge Thursday evening after stopping a pickup truck with stolen license plates. Lt. Pat Matuszewski said officers performed what police call a “high-risk” or “felony” traffic stop in which they draw guns, give commands to those inside the vehicle and take each person into custody one at a time.
